| Vehicle age limit | Under three years for the used-vehicle channel established by Executive Decree 23-74, which is the only lawful used route. New vehicles imported by legal persons are not subject to that age test but must go through the authorised dealer framework |
|---|---|
| Steering side | Left-hand drive; the country drives on the right and a right-hand drive vehicle cannot be registered for ordinary road use |
| Emission standard | The decree states that the vehicle must be in good condition, free of major defects and compliant with safety and environmental regulatory requirements, without fixing a named European emission standard in the text; confirm the applicable technical requirement with the licensed agent before shipment |
| Import duty | Customs duty applies to the declared value, and the rates published for passenger vehicles vary by source and by engine, so obtain the current band from the customs authority through a licensed agent rather than quoting a figure carried over from trade material |
| Other taxes / levies | Value added tax applies at the standard rate of 19%, and an interior consumption tax is charged on motor vehicles at rates that vary with engine capacity and powertrain. The band applied to a given vehicle is taken from the customs authority's written ruling and used in the quotation, so the landed cost reflects the assessment rather than an assumed figure |
| Pre-shipment certificate | A certificate of conformity for the vehicle from the country of export, and the customs file required by the decree, which is lodged and then monitored by the customs authority through a dossier opened for the imported vehicle |
| Main port of entry | Algiers is the principal vehicle gateway, with Oran, Annaba, Skikda and Bejaia handling regional traffic. The declaration is lodged by a licensed agent through the customs system and the dossier opened for the vehicle is monitored after clearance |
| Typical clearance time | Two to five weeks for a complete file through a licensed agent, with the foreign-exchange leg and the customs dossier monitoring adding their own lead time beyond the physical clearance |
| Customs valuation risk | High, because the assessment is built on a declared value the customs authority can adjust, on an interior consumption tax that varies by capacity and powertrain, and on a foreign-exchange route that is itself the binding constraint on whether the transaction can be completed at all |
14. Restrictions and prohibited categories
- The used-vehicle channel is reserved for natural persons. Only an individual Algerian citizen may import a used vehicle under three years old, once every three years; legal entities are excluded from it and must import new vehicles through the authorised dealer framework
- Diesel is excluded from the used channel. Only petrol, hybrid and electric vehicles may be imported under Decree 23-74, so a diesel unit has no lawful used route into the country
- Left-hand drive only, and the vehicle must be in good condition free of major defects and compliant with safety and environmental requirements. Attempting to pass a fraudulent vehicle under the decree is referred to the judicial authorities
- The import must be paid from the buyer's own foreign currency. Bank allocation of foreign exchange to private individuals is restricted to travel for business, medical treatment, tourism and study, so the ordinary importer cannot simply buy currency at the bank for a car
22. Required documents and certificates
- Certificate of conformity for the vehicle issued in the country of export, which the decree makes part of the customs file
- Commercial invoice and bill of lading, with the documents prepared in Arabic or French or accompanied by a sworn translation
- Proof that the payment was made from the buyer's own foreign currency, together with the three-year interval evidence and, for individuals, the personal status documents the file requires
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Establish the door first: an individual Algerian citizen importing one used vehicle under three years old under Decree 23-74, or a legal entity importing new vehicles through an authorised dealer. There is no commercial used-import route for companies
- Settle the currency before the car. The import must be paid from the buyer's own foreign currency, and bank allocation for private individuals is restricted to travel for business, medical treatment, tourism and study, which is why the exchange leg decides whether the deal closes
- Lodge the customs file with the certificate of conformity from the exporting country, pay duty, value added tax and the interior consumption tax, and register; the customs dossier opened for the vehicle continues to be monitored after clearance
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 30–40 days to Algiers / Oran. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 2–5 weeks once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.

4Recent regulatory changes
- Executive Decree 23-74, signed 20 February 2023, set the customs and regulatory formalities for importing used vehicles: an individual may buy from a natural or legal person abroad a used vehicle under three years old, petrol, hybrid or electric but not diesel, once every three years, paying with his own foreign currency, with the vehicle required to be in good condition, free of major defects and compliant with safety and environmental requirements, and with customs opening a monitoring dossier for each imported vehicle
- The used-vehicle route set by the finance law was reported to reduce charges relative to the earlier provision, and to be reserved for natural persons with no exceptional customs exemptions: utility vehicles under three years old are not available to professionals or legal persons, who must use the ordinary new-vehicle procedures
- A notice dated 1 October 2024 was reported by Algerian consumer-protection and freight-forwarding sources to have frozen the issuing of licences for imported used vehicles under three years old, while the government had not formally published the decision. Because this is reported rather than published, treat the used channel as subject to suspension risk and confirm its operating status in writing before taking an order
5Common delay and refusal situations
- Selling into the used channel as if companies could use it: legal persons are excluded, and a consignment sold to a company on the under-three-year assumption has no lawful route
- Quoting a diesel unit into Algeria: diesel is excluded from the used channel, and the exclusion is in the decree rather than in market practice, so no agent can waive it
- Assuming the buyer can obtain currency: bank allocation to individuals is restricted to business travel, medical treatment, tourism and study, and an importer relying on a bank purchase of foreign exchange for a car may find the payment cannot be made legally
- Shipping against a channel that may be suspended: the reported October 2024 licence freeze was not formally published, which means the status can change without notice and the vehicle arrives into a closed door
- Relying on carried-over duty percentages: rates differ by source and by engine, and a landed cost built on a trade-article figure rather than on the customs band understates the tax
6Operational checkpoints
- Qualify the buyer before quoting: is he an individual Algerian citizen, is the vehicle under three years, is it petrol, hybrid or electric, and does he hold his own foreign currency. If any answer fails, the used channel is closed
- Make the three-year interval and the currency source written conditions of the order, because both are legal requirements of the decree and both are invisible on the vehicle itself
- Confirm in writing that the used channel is operating before you ship, and keep the certificate of conformity from the exporting country inside the standard document pack rather than treating it as an extra
- Do not quote diesel or right-hand drive into Algeria under any circumstance, and do not quote a company buyer into the used channel
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Can a company import a used car into Algeria?
No. The used-vehicle channel created by Executive Decree 23-74 is reserved for individual Algerian citizens, who may import one vehicle under three years old once every three years. Legal entities are excluded and must import new vehicles through the authorised dealer framework.
What is the age limit for importing a used car into Algeria?
Under three years. Decree 23-74 lets an individual import a used vehicle under three years old, and only petrol, hybrid or electric vehicles qualify: diesel is excluded. The individual may do this once every three years and must pay from his own foreign currency.
Can the buyer pay using foreign exchange bought from a bank?
The decree requires payment from the buyer's own foreign currency, and bank allocation of foreign exchange to private individuals in Algeria is restricted to travel for business, medical treatment, tourism and study. In practice this means the ordinary buyer cannot simply purchase currency at a bank for a vehicle, and the exchange route must be settled before the car is committed.
Is the used-vehicle channel currently operating?
It was created by Decree 23-74 in February 2023 and used actively, with reported imports of under-three-year vehicles in 2023 and the first half of 2024. A notice dated 1 October 2024 was reported by Algerian consumer-protection and freight sources to have frozen licence issuing, without formal publication by the government. Because the status is reported rather than published, confirm it in writing with a licensed agent before you take an order or ship.
Which ports handle vehicle imports in Algeria?
Algiers is the principal vehicle gateway, with Oran, Annaba, Skikda and Bejaia handling regional traffic. The declaration is lodged by a licensed agent through the customs system, and customs opens a monitoring dossier for the imported vehicle that continues after clearance.
