| Vehicle age limit | The suspension removes the general age question for used passenger cars. Where an exemption applies, the age limits are specific: 10 years excluding the year of manufacture for trucks, tractor heads, construction machinery and agricultural tractors, 4 years for buses above 32 seats, and 2 years for brand-new unused vehicles |
|---|---|
| Steering side | Left-hand drive; the country drives on the right. For the exempt categories the steering question is secondary to whether the category itself is admitted |
| Emission standard | No emission band is the operative test in the current suspension regime; admission turns on the category of vehicle and on the age condition attached to that category, with documentation of the vehicle identification number carrying particular weight |
| Import duty | This page deliberately does not publish tariff percentages for Syria. Figures circulating in export marketing copy — including a purported 2026 decree numbered 47 with bands of 22%, 32% and 45% — are internally inconsistent and cannot be traced to an official decision, so they are excluded. Obtain the applicable rates from the customs authority through a licensed local agent, in writing, before any quotation is issued |
| Other taxes / levies | Because the general duty figures cannot be reliably sourced, the only defensible commercial approach is a cost sheet built by a licensed Syrian agent from the current official schedule, with the verification date written on it, rather than a percentage taken from a secondary source |
| Pre-shipment certificate | For any exempt category, documentary preparation carries more weight than in a normal market: proof of the category, proof of the age condition, and clean vehicle identification number documentation. A decision taken in December 2025 on regularising vehicles already inside free zones or ports was expressly conditioned on the chassis number showing no tampering and on the vehicle not being linked to a smuggling case or a final judgment |
| Main port of entry | Tartous and Latakia are the sea gateways and the Syrian-Jordanian free zone carries land-side traffic. The free zones are now central rather than incidental: a decision in May 2026 allowed free-zone investors to bring used vehicles to private showrooms for display under a written commitment that they will not enter domestic consumption, will not be registered and will not be sold, and regulated cutting and dismantling inside free zones so that complete vehicles or assemblable chassis do not reach the local market |
| Typical clearance time | Not meaningful as a general figure while the suspension stands. Where a category is admitted, plan on the free-zone and port procedures dominating the timeline, and treat the 30-day regularisation window created in December 2025 for vehicles already inside as a fixed deadline rather than a negotiable period |
| Customs valuation risk | The dominant risk is not valuation but admissibility and compliance. A vehicle that falls outside the exempt categories is not a tax problem to be negotiated; it is a shipment that cannot be imported at all. Sanctions screening of the counterparty, the vessel and the payment route should be completed before any commercial document is signed |
14. Restrictions and prohibited categories
- Used passenger cars are suspended. This is a suspension of the category, not a tariff penalty, and no price adjustment converts a suspended vehicle into an admissible one
- The exemptions are functional and specific: trucks, tractor heads, construction machinery and agricultural tractors up to 10 years excluding the year of manufacture, buses above 32 seats up to 4 years, and brand-new unused vehicles up to 2 years
- Motorcycle imports are prohibited from 1 April 2026, which is a separate and later measure from the June 2025 suspension and affects a different product line entirely
- A vehicle whose chassis number has been tampered with, or which is linked to a smuggling case or a final judgment, is excluded from the regularisation route and from the free-zone display regime
22. Required documents and certificates
- Evidence of the exempt category: trucks, tractor heads, construction machinery or agricultural tractors, buses above 32 seats, or a brand-new unused vehicle, each with the age condition that attaches to it
- Vehicle identification number documentation that can withstand scrutiny, because the regularisation decision and the free-zone display regime both turn on the chassis number being untampered and unencumbered by a case or judgment
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Before anything else, determine whether the vehicle falls inside one of the exempt categories and whether the counterparty passes sanctions screening; if either answer is no, stop
- Prepare the category and age evidence together with clean vehicle identification number documentation, since the December 2025 regularisation decision was explicitly conditioned on the chassis number showing no tampering
- Work through a licensed local agent for the declaration and for any free-zone movement, and obtain the applicable rates in writing from the customs authority rather than from secondary material
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 25–35 days to Latakia / Tartus. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about per the procedure in force once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- 29 June 2025: the Ministry of Economy and Industry suspended the import of used passenger cars, with the exemption list set out above. Vehicles already purchased had to prove their chassis number to the land and sea ports authority by 6 July 2025, and platform registration was required by 31 December 2025
- 29 December 2025: a decision of the import and export national committee allowed vehicles already inside the country's free zones or ports a 30-day window to regularise their entry, subject to an untampered chassis number and to the vehicle not being connected to a smuggling case or a final judgment
- 12 May 2026: the ports and customs directorate allowed free-zone investors to bring used vehicles into private showrooms for display under a written commitment that they will not enter domestic consumption, will not be registered and will not be sold, and regulated cutting and dismantling inside free zones so that complete vehicles or assemblable chassis do not reach the local market
5Common delay and refusal situations
- Selling into a suspended category on the assumption that a local contact can regularise it afterwards: the suspension is a category rule and regularisation was limited to vehicles already inside by a fixed decision with a 30-day window
- Quoting tariffs taken from export marketing material: figures attributed to a purported 2026 decree numbered 47 with bands of 22%, 32% and 45% are internally inconsistent and untraceable, and building a price on them produces a quotation that cannot be honoured
- Sanctions and compliance exposure: the counterparty, the vessel and the payment route are screened before any document is signed, and the screening result is kept as a contract annex
- Treating free-zone display rights as import rights: they are not. Display is permitted under a written commitment of no domestic consumption, no registration and no sale, and dismantling is regulated so that complete vehicles and assemblable chassis stay out of the local market
6Operational checkpoints
- Treat Syria as a functional-vehicle market rather than a passenger-car market while the suspension stands: trucks, tractor heads, machinery and agricultural tractors are where the exemption list points
- Put the sanctions screening step into the commercial process as a gate, not as a formality, and document it
- Attach the written rate confirmation from the customs authority to every quotation, with its date, so that a change in the schedule is a documented event rather than a dispute
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Can I import a used car into Syria?
No, not as a passenger car. The Ministry of Economy and Industry suspended the import of used passenger cars on 29 June 2025. The exemptions are functional: trucks, tractor heads, construction machinery and agricultural tractors up to 10 years excluding the year of manufacture, buses above 32 seats up to 4 years, and brand-new unused vehicles up to 2 years.
What are the age limits under the Syrian exemptions?
Ten years excluding the year of manufacture for trucks, tractor heads, construction machinery and agricultural tractors; four years for buses above 32 seats; and two years for brand-new unused vehicles. There is no general age limit to apply to used passenger cars because that category is suspended.
What happened to vehicles already inside Syria's free zones and ports?
A decision of 29 December 2025 by the import and export national committee allowed them a 30-day window to regularise entry, subject to two conditions: the chassis number must show no tampering, and the vehicle must not be connected to a smuggling case or a final judgment. The window was a deadline, not a standing facility.
Can a used vehicle be displayed for sale in a Syrian free zone?
It can be displayed, but not sold into the country. A decision of 12 May 2026 allowed free-zone investors to bring used vehicles to private showrooms for display under a written commitment that they will not enter domestic consumption, will not be registered and will not be sold. The same decision regulated cutting and dismantling inside free zones so that complete vehicles or assemblable chassis do not reach the local market.
Why does this page not publish Syrian tariff percentages?
Because the circulating figures cannot be sourced. Export marketing material attributes a purported 2026 decree numbered 47 with bands of 22%, 32% and 45% to Syria, but those figures are internally inconsistent and cannot be traced to an official decision. Publishing them would give a buyer a landed cost that no Syrian customs office would reproduce. Obtain rates in writing from the customs authority through a licensed local agent and date them.
