| Vehicle age limit | There is no single national age ceiling in the tariff: age instead drives the duty band, so an older vehicle is admissible but materially more expensive to clear. Because the bands and any eligibility rule attached to them are revised, the position for a specific unit is confirmed with a licensed broker before purchase. |
|---|---|
| Steering side | Left-hand drive only. Registration of right-hand drive vehicles has been prohibited since 1993, with a narrow carve-out for temporary use by foreign nationals. |
| Emission standard | Euro-4 is the level required for petrol vehicles, with a manufacturer's letter or origin-country documentation accepted as evidence. A separate environmental certificate was abolished in September 2025, and battery electric vehicles are outside the emission conformity assessment altogether. |
| Import duty | Banded by vehicle age, and the younger the unit the lower the band: a nearly new vehicle sits in the low band while one beyond three years moves into a materially higher one, with an additional per-cc charge on top. A certificate of origin from a CIS or EAEU country can change the treatment, and battery electric vehicles carry a nil duty line. The applicable band is the one in force at declaration. |
| Other taxes / levies | VAT is 12%, assessed on the customs value including duty. The recycling fee is a one-off charge denominated in BRV, the base calculation value set annually, and it scales with engine size and vehicle age; for electric vehicles it is a fixed amount. A clearance fee of a small number of BRV applies on top. Because two of these are denominated in BRV rather than in currency, the local rate on the declaration date moves the total. |
| Pre-shipment certificate | A certificate of conformity under the General Technical Regulation on wheeled vehicle safety, known as UzTR 237. It is issued through accredited laboratories and must exist before the vehicle arrives, because it cannot be created at the border. Evidence of the emission level forms part of the file. |
| Main port of entry | Two land corridors. Rail runs through Khorgos or Alashankou into Kazakhstan and on to Tashkent; road runs the China–Kyrgyzstan–Uzbekistan corridor from Kashgar over Irkeshtam to Osh and Andijan. There is no direct China–Uzbekistan border crossing. |
| Typical clearance time | One to three weeks once documents are complete, with time concentrated in the conformity certificate check, the age-band assessment and the BRV-denominated fee settlement. |
| Customs valuation risk | Medium. Customs assesses on the value including freight and insurance to the Uzbek border and maintains reference prices; where the declared value is clearly below them, the assessment is re-based. The BRV-denominated charges are unaffected by the invoice. |
14. Restrictions and prohibited categories
- Left-hand drive only; right-hand drive cannot be registered
- A vehicle cleared in Uzbekistan cannot move onward into Kazakhstan or Russia as union stock: Uzbekistan is outside the EAEU, so a second clearance is required
- Battery electric vehicles fall outside the emission conformity assessment, but the conformity certificate and the recycling fee still apply
22. Required documents and certificates
- Certificate of conformity under UzTR 237, issued before shipment
- Euro-4 evidence: a manufacturer's letter or origin-country documentation is accepted
- Invoice, export declaration and waybill with a consistent VIN across all three
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Confirm the certificate of conformity under UzTR 237 before booking: it is issued through accredited laboratories and cannot be created at the border
- Price the unit by its actual age band rather than by model year list price: the duty steps up sharply once the vehicle passes the three-year line
- Choose the corridor before booking: rail via Khorgos and Kazakhstan, or road via the China–Kyrgyzstan–Uzbekistan route
- Customs declaration with the age-banded duty, 12% VAT and the clearance fee
- Recycling fee and conformity certificate settlement, then registration with the traffic authority
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Overland: rail through Khorgos or Alashankou into Kazakhstan and on to Tashkent, or the China-Kyrgyzstan-Uzbekistan road corridor from Kashgar over Irkeshtam to Osh and Andijan. Running time is about 20–32 days to Tashkent. This is transit time only — it excludes transhipment at the border, queueing and inspection. Allow roughly one further week on top when planning, and border clearance takes about 1–3 weeks once documents are complete. Departures and freight are confirmed in writing at booking.
Running times are overland transit only and vary with border queues and season.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- The one-vehicle-per-person-per-year cap on individual imports was lifted in June 2026, so a private buyer can now bring in more than one unit
- A separate environmental certificate was abolished in September 2025; a manufacturer's letter or origin-country documentation evidencing Euro-4 is accepted instead
- The preferential duty for small engines expired on 1 January 2026, so the standard bands now apply across all engine sizes
5Common delay and refusal situations
- Pricing a three-year-old unit against a new one: crossing the three-year line moves the vehicle into a materially higher band plus a per-cc charge, and the gap appears at declaration
- Assuming a Uzbek clearance travels: it does not. A second clearance is owed the moment the vehicle crosses into an EAEU country
- Shipping without the UzTR 237 certificate: it is issued by accredited laboratories on a test basis and cannot be produced after arrival
6Operational checkpoints
- The one-to-three-year window usually carries the best duty-to-price ratio: newer units pay a high per-cc charge, older ones jump a band, and the middle lands lower than both
- Quote the BRV-denominated fees with the BRV value and the exchange rate written in, so a rate move is an explanation rather than a surprise
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Is Uzbekistan part of the Eurasian Economic Union?
No. It applies its own national tariff rather than the EAEU common tariff, and a vehicle cleared here needs a second clearance to enter Kazakhstan or Russia. Kazakhstan and Kyrgyzstan are members; Uzbekistan is not, and that difference decides whether a unit can be re-sold across the region.
How is import duty calculated on a car in Uzbekistan?
By the vehicle's age band first, then engine capacity: a nearly new unit sits in the low band, a vehicle beyond three years moves into a materially higher one, and a per-cc charge is added. A CIS or EAEU certificate of origin can change the treatment. Because the bands are revised, the figure is calculated for the specific unit.
Do I still need an environmental certificate?
No. The separate environmental certificate was abolished in September 2025. A manufacturer's letter or origin-country documentation showing Euro-4 compliance is accepted instead, and battery electric vehicles are outside the emission assessment entirely.
Can I import more than one car per year into Uzbekistan?
Yes. The one-vehicle-per-person-per-year cap on individual imports was lifted in June 2026. Note that the cap was on individuals, not on commercial importers, and the duty treatment is separate from the quantity allowed.
How do vehicles reach landlocked Uzbekistan from China?
By rail through Khorgos or Alashankou into Kazakhstan and on to Tashkent, or by road on the China–Kyrgyzstan–Uzbekistan corridor from Kashgar over Irkeshtam to Osh and Andijan. There is no direct China–Uzbekistan border, so every route transits a third country.
