| Vehicle age limit | 10 years from the date of manufacture, enforced by the Ghana Standards Authority as an admissibility bar rather than a penalty. Confirm the operative value in writing with the Authority or a licensed agent before shipment. |
|---|---|
| Steering side | Left-hand drive only. Factory-original right-hand drive vehicles are prohibited outright, and converting a vehicle at the port is illegal, which closes the question before any other check is made |
| Emission standard | At least Euro 2 for imported used vehicles under the standard now enforced, with the pre-shipment inspection confirming roadworthiness and emissions rather than the declaration doing so |
| Import duty | Import duty runs from 5% to 20% of the customs value depending on engine size and vehicle type, and fully electric vehicles are relieved of the duty line. Because the band is wide, the duty for a specific unit must be established from its specification rather than assumed from a previous shipment |
| Other taxes / levies | Value added tax of 15% applies on the customs value plus duty, and the National Health Insurance Levy and the Ghana Education Trust Fund levy are applied cumulatively on top, with an ECOWAS community levy and a further processing levy also charged. The practical result is a total charge commonly estimated between 35% and 45% of the customs value, which is why a single-rate quotation understates the cost |
| Pre-shipment certificate | Pre-export verification of conformity and a certificate of conformity issued by a recognised inspection body before shipment. This is the single document that cannot be remedied after arrival, so it must be in hand before the vessel sails |
| Main port of entry | Tema is the primary vehicle gateway and Takoradi the secondary one. The entry is lodged by a licensed clearing agent through the customs system, customs issues a classification and valuation report, payment follows, then physical examination of the vehicle identification number and condition, then release and registration |
| Typical clearance time | One to three weeks once the certificate of conformity and documents are complete, with delays concentrated in valuation and physical examination rather than in the paperwork itself |
| Customs valuation risk | Moderate to high, because the duty band is wide and the levies stack on top of value added tax rather than replacing it. An all-in estimate built from the vehicle specification is reliable; one built from a headline percentage is not |
14. Restrictions and prohibited categories
- Factory-original right-hand drive vehicles are prohibited, and conversion at the port is illegal. Ghana drives on the right and left-hand drive is not a preference but an eligibility condition
- Vehicles reassembled from spare parts, vehicles whose speedometer is not graduated in kilometres, and vehicles with flood, fire or a bent, cracked, twisted or otherwise deformed chassis or safety cell are rejected outright after inspection
- Emissions must meet at least Euro 2, and the standard is enforced through the pre-shipment inspection rather than through a document the importer completes himself
- Shipping a unit that is over the age line: it is not admissible by paying more. The line is a bar rather than a penalty, so an over-age vehicle is refused at entry and the freight, storage and return costs fall where the contract puts them
22. Required documents and certificates
- Certificate of conformity from the pre-export verification, issued before shipment by a recognised inspection body
- Original bill of lading, commercial invoice, packing list and import declaration form, with a technical specification sheet for electric vehicles proving the drivetrain in order to claim the duty relief
- For electric vehicles, a battery safety test report and a material safety data sheet for the lithium-ion battery, which is now part of the entry expectation rather than an optional attachment
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Book the pre-shipment inspection and obtain the certificate of conformity before the vessel sails. Everything else in Ghana depends on this being in hand, because the certificate cannot be issued after the vehicle lands
- Confirm the age line and the steering position against the operative rule before the car is bought, not after it is loaded, because both are bars rather than penalties
- Lodge the entry through a licensed agent on the customs system, receive the classification and valuation report, pay duty and levies, pass the physical examination and register the vehicle
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 32–42 days to Tema. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 1–3 weeks once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- The Ghana Standards Authority announced full enforcement of the Ghanaian vehicle standard from 1 October 2026, ending the previous practice of clearing marginal vehicles by paying additional charges. All imported used vehicles must complete pre-export verification of conformity and hold a certificate of conformity issued before shipment, and the authority verifies the certificate at the port before release is granted
- The barred categories were stated explicitly rather than left to discretion: factory-original right-hand drive vehicles, vehicles reassembled from parts, vehicles without a kilometres-graduated speedometer, and vehicles with flood, fire or deformed chassis or safety cell history. Vehicles shipped before the date are not caught by the change even if they arrive afterwards
- Electric vehicles gained a duty relief while gaining paperwork: the import duty line is removed, but battery documentation in the form of a safety test report and a material safety data sheet is now expected at entry, and registration uses the dedicated plates for electric vehicles
5Common delay and refusal situations
- Shipping without the certificate of conformity: it cannot be obtained after arrival, and a detained vehicle accrues storage and return costs that exceed the cost of the inspection many times over
- Assuming an over-age vehicle can still come in by paying more: that option was the old system, and under the enforced standard the age line is a bar, with graduated penalties reported to reach a large share of the customs value and refusal of entry in many cases
- Buying a right-hand drive unit on price: the bar is absolute and port conversion is illegal, so the cheapest stock from a right-hand drive source market is worth nothing in Ghana
- Quoting one duty rate instead of a band: with duty running 5% to 20% and levies stacking on top of value added tax, a single-rate quotation understates the landed cost and the shortfall is discovered at payment
- Treating the age line as a customs matter alone: it is enforced by the standards authority at entry, before any duty assessment, so the check belongs in the pre-shipment file rather than at the port
6Operational checkpoints
- Make the certificate of conformity a contractual precondition of shipment, not a task to complete while the vessel is at sea
- Source left-hand drive stock only, and treat a right-hand drive unit as unsaleable to Ghana rather than as a conversion project
- Confirm the operative age limit in writing with a licensed agent before every shipment, because the published and reported figures differ and the rule is moving
- Build the full levy stack into the quotation rather than the duty alone, and quote electric vehicles on their duty-relieved basis while still carrying value added tax and levies
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Can I still import a car older than ten years into Ghana by paying a penalty?
No. That was the previous system. From 1 October 2026 the Ghana Standards Authority enforces the vehicle standard in full and the age line is a bar rather than a penalty: an over-age vehicle is refused at entry, and the applicable limit is confirmed in writing before shipment.
Do I need a certificate of conformity before shipping to Ghana?
Yes, and it cannot be obtained after arrival. Under the standard enforced from 1 October 2026, all imported used vehicles must complete pre-export verification of conformity and hold a certificate of conformity issued by a recognised inspection body before shipment. The Ghana Standards Authority verifies the certificate at the port before release. Shipping without one means detention, storage charges and in the worst case re-export at your cost.
Can I import a right-hand drive car into Ghana?
No. Factory-original right-hand drive vehicles are prohibited and converting a vehicle at the port is illegal. Ghana drives on the right and left-hand drive is an eligibility condition rather than a preference. Stock from right-hand drive source markets has no route into Ghana.
What taxes apply to a car imported into Ghana?
Import duty of 5% to 20% by engine size and vehicle type, then value added tax of 15% on the value plus duty, then the National Health Insurance Levy, the Ghana Education Trust Fund levy, a regional community levy and processing charges, all applied on top. The practical total is commonly estimated at 35% to 45% of the customs value. Fully electric vehicles are relieved of the duty line but still pay value added tax and the levies.
Which port handles vehicle imports in Ghana?
Tema is the primary vehicle gateway and Takoradi the secondary one. The entry is lodged by a licensed clearing agent on the customs system, customs issues a classification and valuation report, payment follows, then physical examination of the vehicle identification number and condition, then release and registration.
