| Vehicle age limit | There is no age gate to discuss for ordinary commercial imports, because that channel is closed. The recognised exceptions carry their own conditions: vehicles imported under return settlement or inheritance are tied to the person and to a period of residence abroad, adapted vehicles are tied to the disabled user, and classic status depends on the age and originality of the vehicle under the classic vehicle regime |
|---|---|
| Steering side | Left-hand drive; the country drives on the right and left-hand drive is the registration norm, with no routine tolerance for right-hand drive in the import channels that remain open |
| Emission standard | Type approval and conformity are handled through the national approval framework, and the practical requirement for an importer is that the vehicle be documented against a recognised approval basis rather than against an emission band quoted on a specification sheet |
| Import duty | The standard customs duty on third-country vehicles is the base layer, but the decisive layer for Chinese-origin vehicles is the additional customs duty applied to imports from countries with no regional trade agreement with Türkiye, which was introduced for electric vehicles and later extended, and which reports indicate was raised further. European Union and other agreement partners are outside the measure; China is inside it. The rate has moved more than once, so the applicable figure must be taken from the current communiqué rather than from any secondary summary |
| Other taxes / levies | A special consumption tax is charged on motor vehicles on a graduated basis by engine capacity and tax-free value, with bands reported to run from around 45% to well above 200% at the top, adjusted by presidential decision, and value added tax is applied on top of the duty-inclusive base. Taken together, the tax stack rather than the customs duty is what determines whether a model is sellable in Türkiye |
| Pre-shipment certificate | For new vehicles the operative requirement is approval and conformity documentation plus the import licence, rather than a pre-shipment inspection in the sense used in African markets; for the narrow used-vehicle exceptions the documentary burden is heavier because the entitlement itself must be proved |
| Main port of entry | Vehicle imports move through the main roll-on roll-off and container terminals serving Istanbul, İzmit, Gemlik and Mersin, with land entries from Bulgaria, Greece, Iraq and Iran carrying transit traffic. The port choice matters less in Türkiye than the licence: without an import licence, no port of entry will convert an arriving vehicle into a registrable one |
| Typical clearance time | One to four working days for a conforming new-vehicle file once the import licence is in place; the licence itself is the long lead item and is measured in weeks rather than days |
| Customs valuation risk | Low valuation risk and very high eligibility risk. Türkiye does not usually fail a deal on price; it fails a deal on whether the importer holds a licence and whether the vehicle's origin falls inside or outside the additional duty measure. Establish both before quoting |
14. Restrictions and prohibited categories
- Commercial import of used passenger cars is effectively closed: a used-goods import permit is required and is not routinely granted, so a container of used cars addressed to a Turkish dealer is not a delayed clearance but one that does not proceed
- The remaining used-vehicle routes are narrow and personal: return settlement by a person returning to reside in Türkiye, inheritance, vehicles adapted for a disabled user, and classic vehicles under the classic regime
- New vehicle imports require an import licence supported by an after-sales service network, and the reported network requirement has moved: an early figure of at least 140 authorised service stations nationwide was later described as at least 20 stations across seven regions. Because the number is contested and material, obtain the current obligation from the ministry rather than from a summary
- Vehicles that cannot be documented against a recognised approval basis are not registrable, and a vehicle identification number that has been altered or cannot be read ends the file
22. Required documents and certificates
- Import licence documentation evidencing the required after-sales service network, since the licence is the condition precedent rather than a formality attached to the declaration
- For the used-vehicle exceptions, proof of the entitlement itself: residence abroad and return settlement evidence, inheritance documentation, disability adaptation approval, or classic vehicle status
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Establish eligibility first: is this a new vehicle with an import licence, or a used vehicle falling inside one of the narrow exceptions? Almost everything else follows from that answer
- For new vehicles, confirm the importer holds the import licence supported by the required after-sales service network, and confirm whether the vehicle's origin is inside the additional duty measure
- Declare, pay duty, additional duty, special consumption tax and value added tax, then complete registration
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 25–35 days to Mersin / Istanbul. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 1–4 working days once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- A World Trade Organization panel report issued in July 2026 found that the additional customs duty applied to electric and some hybrid vehicles exceeds Türkiye's bound tariff commitments and discriminates against Chinese products, and that the import licence scheme requiring a local after-sales service network violates national treatment. Türkiye has announced an appeal. The measures remain in force while the dispute continues, so commercial planning must assume they apply
- The additional duty was introduced for electric vehicles and later extended in scope, and it is applied by reference to the absence of a regional trade agreement rather than by naming China, which is why European Union and other agreement partners are exempt while China is not
- Investment incentive certificates allow manufacturers establishing production in Türkiye to import within a quota free of the additional duty, which is why the market conversation has shifted from importing cars to building them
5Common delay and refusal situations
- Treating Türkiye as a used-car destination because the geography looks convenient: the commercial channel is closed, and the failure is discovered at the permit stage rather than at the port
- Quoting a Chinese-origin vehicle without pricing the additional duty: the measure applies by origin and the number has moved more than once, so the quotation should cite the communiqué it relies on
- Assuming the WTO ruling has removed the measures: the panel report is not final while an appeal is pending, and the measures continue to be applied, so planning on the assumption of removal produces a quotation that cannot be honoured
- Basing a new-vehicle programme on a service network figure taken from a secondary source: the reported requirement has moved between figures, and the licence depends on the number actually in force
6Operational checkpoints
- Do not sell used cars into Türkiye on a commercial basis; if a buyer asks, ask which entitlement he relies on and make the answer a condition precedent in the contract
- For new vehicles, work through the licence: confirm the importer's licence, the service network behind it and the origin treatment before any price is agreed, and cite the communiqué your duty assumption rests on
- Keep an eye on the dispute: if the measures are withdrawn or restructured after the appeal, the economics of Chinese-origin vehicles in Türkiye change at once, and an exclusive importer agreement signed today may be mispriced tomorrow
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Can I import a used car into Türkiye?
Not commercially. Importing used passenger cars requires a used-goods import permit that is not granted on a routine basis, so a commercial shipment is not a delayed clearance but an difficilement réalisable one. The narrow recognised routes are personal: a person returning to reside in Türkiye, an inheritance, a vehicle adapted for a disabled user, and classic vehicles. If a buyer proposes a commercial used-car import, ask which entitlement he relies on before accepting the order.
Why is an additional customs duty charged on cars from China?
Because the measure is applied by reference to the absence of a regional trade agreement with Türkiye rather than by naming a country. Vehicles from European Union member states and other agreement partners fall outside it; vehicles from countries without such an agreement, including China, fall inside it. It was introduced for electric vehicles and later extended in scope, and reports indicate the rate was subsequently raised. A World Trade Organization panel ruled in July 2026 that the duty exceeds Türkiye's bound commitments and discriminates against Chinese products; Türkiye has appealed and the measure remains in force.
What is the import licence requirement for new vehicles?
An import licence supported by an after-sales service network. The reported network requirement has moved: an early figure of at least 140 authorised service stations nationwide was later described as at least 20 stations across seven regions, and the scheme also covers certified repair personnel, a local customer service centre, an authorised representative in Türkiye and a commitment to battery system supervision for electrified vehicles. Because the number is contested and decisive, obtain the current obligation from the ministry.
Does the WTO ruling mean the measures are gone?
No. The panel report issued in July 2026 found the additional duty and the licence scheme inconsistent with Türkiye's obligations, but Türkiye announced an appeal and the measures continue to be applied while the dispute proceeds. Plan on the assumption that they apply, and treat any subsequent change as upside rather than as a basis for pricing.
How much tax applies to a car imported into Türkiye?
Customs duty, plus for non-agreement origins the additional duty, plus a special consumption tax graduated by engine capacity and tax-free value with bands reported from around 45% to well above 200% and adjusted by presidential decision, plus value added tax on the duty-inclusive base. For most passenger cars the special consumption tax is the largest single line, so model selection and engine capacity matter more to the landed cost than the customs duty itself.
