| Vehicle age limit | General import threshold: 10 years from the manufacture year. Registration practice may differ between emirates, so the threshold applicable to a given unit is confirmed with the registration authority of the emirate where it will be plated. |
|---|---|
| Steering side | Left-hand drive. Right-hand drive vehicles cannot be registered, with a narrow exception for vehicles more than 25 to 30 years old under the classic vehicle approval |
| Emission standard | Gulf and Gulf Cooperation Council specification conformity rather than a standalone Euro band for used imports; air-conditioning and cooling package must suit the Gulf climate specification |
| Import duty | 5% of the CIF value. Vehicles already in free-zone bonded stock are not duty-paid until they enter the mainland, and re-export from a free zone attracts no UAE duty |
| Other taxes / levies | VAT of 5% charged on the duty-inclusive customs value, not on the invoice. Once the no objection certificate fee, inspection, port storage, technical test, insurance and plates are added, the total uplift usually lands between 13% and 18% of the purchase price |
| Pre-shipment certificate | No single national pre-shipment certificate, but an inspection by a named international surveyor in the export country is standard for non-Gulf origin vehicles, and Gulf conformity documentation is expected |
| Main port of entry | Jebel Ali is the main vehicle gateway, with Port Rashid handling some traffic; declarations go through FASAH and Dubai Trade. The bill of lading must show the final discharge port, and running vehicles cannot be shipped on skids or in bundles. Free-zone to mainland transfers need a separate customs movement. |
| Typical clearance time | 1 to 3 working days for a complete file at Jebel Ali, then 2 to 5 working days for the no objection certificate before an registration appointment can be booked |
| Customs valuation risk | Low to medium risk on valuation, high risk on declared condition: an insurance total loss, flood damage or odometer discrepancy found at inspection turns a routine clearance into a refusal while storage keeps running |
14. Restrictions and prohibited categories
- Right-hand drive vehicles cannot be registered, except classic vehicles on the special approval route
- Prohibited: vehicles classified as a total loss by an insurer, flood-damaged vehicles, and vehicles with a tampered or unreadable vehicle identification number
- Private individuals may import one vehicle per year; commercial volumes require a trade licence carrying the correct activity code
- Vehicles of non-Gulf specification may clear customs yet fail at registration on lighting, speedometer units or Arabic-language software
22. Required documents and certificates
- No objection certificate from the road and transport authority, fee of roughly 200 to 500 dirhams per vehicle and 2 to 5 working days
- Pre-shipment inspection report and Gulf specification evidence for vehicles not originally produced for Gulf markets
- Written proof from the export-country authority or insurer that the vehicle has no total-loss classification and no flood or fire history
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Register the consignment and obtain the no objection certificate from the road and transport authority of the emirate where the vehicle will be registered
- Lodge the import declaration through FASAH or Dubai Trade and pay duty and VAT on the assessed customs value
- Book the technical test, buy local third-party liability insurance and complete registration; the no objection certificate must already be in hand at this stage
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 18–28 days to Jebel Ali. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 1–3 working days once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- Age enforcement has tightened at emirate level: the general 10-year rule now coexists with stricter registration bands, which is why quotations built on the 10-year figure alone fail
- Screening for insurance total loss and flood history is now part of registration, not only of the customs step
- Declaration is fully digital, and incomplete consignee telephone or address data on the bill of lading blocks the file automatically
5Common delay and refusal situations
- Quoting the 10-year gate for a unit that will actually be registered under a stricter emirate band: the vehicle clears and cannot be plated
- An undisclosed insurance total loss or flood history: refusal, plus storage and return freight on your side
- A bill of lading without the final discharge port, or running vehicles shipped on skids or in bundles, rejected at the terminal
- Rectification costs discovered after clearing: window film, speedometer converted to kilometres per hour, Arabic-language head unit, lighting approval
6Operational checkpoints
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Until what age can a used car be imported into the UAE?
The general import gate is 10 years from the year of manufacture, but some emirate registration practices apply 3 years for petrol vehicles and 5 years for new-energy vehicles. A vehicle can clear customs and still be refused registration, so confirm the emirate and the rule that will actually apply before you buy, and record the answer in the contract.
Which documents are needed to clear a car in Dubai?
A bill of lading showing the final discharge port with complete consignee details, the commercial invoice and packing list, the certificate of origin, the foreign registration and de-registration papers, an inspection report from a recognised surveyor for non-Gulf units, Gulf specification evidence, written proof of no total loss and no flood history, and the no objection certificate before registration. Missing the certificate does not stop the vessel discharge, but it stops the plates.
How much does it cost to import a car into the UAE?
The statutory tax is 5% duty on the CIF value plus 5% VAT on the duty-inclusive base. In practice the total uplift lands between 13% and 18% of the purchase price once you add the no objection certificate fee, inspection, port storage, technical test, local insurance and registration. Free-zone bonded units defer duty until they move to the mainland, which is the normal route for re-export business.
Can I import a right-hand drive car into the UAE?
Right-hand drive vehicles cannot be registered, and the only practical exception is the classic vehicle route for units more than 25 to 30 years old under special approval. A right-hand drive unit can sometimes enter a free zone for re-export without ever being registered, which is a transit solution and not a way to sell into the local market.
