| Vehicle age limit | Passenger cars and vehicles under 3.5 t: 5 years from the manufacture year. Whether a specific unit is admissible is confirmed by SABER against its VIN, and that confirmation governs the shipment. |
|---|---|
| Steering side | Left-hand drive mandatory |
| Emission standard | No standalone Euro band published for used imports; fuel-economy labelling applies (minimum around 10.3 km/L for light vehicles) |
| Import duty | 5% of CIF (vehicles from GCC countries are generally exempt); battery-electric attracts a reduced duty on part of the tariff lines (around 2.5%) — verify the HS code with ZATCA |
| Other taxes / levies | VAT 15% charged on the aggregate of CIF value plus duty plus other charges, so the effective tax load is well above the headline 15%; no excise on normal passenger cars |
| Pre-shipment certificate | Mandatory SABER conformity route: PCoC (product conformity certificate, product-level) plus SCoC (shipment conformity certificate, per consignment), both obtained before loading |
| Main port of entry | Jeddah Islamic Port handles the majority of vehicle imports and runs 5-7 days late in peak season (hajj period, before and after Ramadan), with congestion surcharges; King Abdulaziz Port, Dammam offers around 10 free storage days. Show the final discharge port and the SCoC number on the bill of lading. |
| Typical clearance time | 3-10 working days once documents are complete and the certificate is verified; add a week in Jeddah peak season |
| Customs valuation risk | Medium risk. ZATCA challenges under-declared CIF; a finding of undervaluation can attract a penalty of up to about 35% of the goods value and damages future clearance credibility |
14. Restrictions and prohibited categories
- Age: 5 years for passenger cars and light vehicles (3-year reading exists — see the conflict note at the foot of this page)
- Prohibited: accident vehicles, flood or fire damage, ex-taxi, ex-police and ex-commercial fleet vehicles, non-standard modifications
- Import quota: Saudi and GCC nationals up to 2 vehicles per person per year; resident foreigners 1 vehicle every 3 years with a 3-year resale ban; companies without commercial qualification up to 1 vehicle a year
- Right-hand drive vehicles cannot be registered
22. Required documents and certificates
- SABER PCoC and SCoC output documents (the modern replacement for the paper SASO CoC)
- Importer commercial registration for commercial imports; vehicles registered for less than 180 days need the manufacturer after-sales service confirmation
- VIN and odometer evidence retained at loading (photographic record of mileage)
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Exporter registers the product on the SABER platform and obtains the PCoC (product conformity certificate); without it no shipment certificate can be issued
- Obtain the SCoC for the specific consignment before loading — since 1 January 2025 this must exist before the vessel sails
- Ship to Jeddah or Dammam; the importer lodges the declaration with ZATCA through the FASAH single window
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 20–30 days to Jeddah / Dammam. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 3–10 working days once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- From 1 January 2025 the SABER PCoC plus SCoC must be obtained before shipment; from July 2025 vehicles without a valid SASO conformity certificate are re-exported instead of being regularised on arrival
- Battery-electric and plug-in hybrid vehicles brought under energy-efficiency labelling and CCS2 charging-connector requirements
- VAT held at 15%; non-GCC specification new vehicles face restricted sale after the transition window
5Common delay and refusal situations
- Certificate issued on the legacy SASO route instead of a SABER SCoC — the shipment may be refused rather than corrected
- Age computed on the registration year rather than the manufacture year, or the opposite: the starting date is settled before a unit is bought, because it can move a vehicle in or out of the admissible range
- Under-declared CIF value — penalty up to about 35% plus long-term profile damage
- Local rectification with no facility booked: window light transmittance at least 70% VLT, speedometer converted to km/h, Arabic-language head-unit firmware, EV charging inlet converted to CCS2
- Quota exhausted (resident 1 vehicle per 3 years) — the vehicle clears but cannot be registered
- Jeddah peak-season demurrage and congestion surcharges, plus TPL insurance and technical test capacity queues
6Operational checkpoints
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
What is the vehicle age limit for importing a car into Saudi Arabia in 2026?
Passenger cars and vehicles under 3.5 t are limited to 5 years from the year of manufacture. Some official and broker interpretations apply 3 years instead. Because the difference decides whether a unit is saleable, verify the age gate on the SABER platform using the actual VIN before you buy, and do not rely on either figure alone.
Do I need a SABER certificate before shipping to Saudi Arabia?
Yes, and both levels of it. The PCoC covers the product and the SCoC covers the individual consignment, and since 1 January 2025 both must exist before the vessel sails. Since July 2025 a vehicle arriving without a valid conformity certificate is re-exported rather than corrected at the port, so the certificate is a booking precondition, not a document to chase after arrival.
How much tax do I pay to import a car into Saudi Arabia?
Customs duty is 5% of the CIF value, with vehicles coming from GCC member states generally exempt. VAT is 15% but its base is the sum of the CIF value, the duty and other charges, so the effective load exceeds 15% of the invoice. Battery-electric vehicles attract a reduced duty on part of the tariff lines. Under-declaring the CIF value can trigger a penalty approaching 35% of the goods value.
Which Saudi port is best for vehicle imports?
Jeddah Islamic Port handles the largest share of vehicle traffic but runs 5 to 7 days late in peak season, around the hajj period and before and after Ramadan, with congestion surcharges. King Abdulaziz Port in Dammam typically grants about 10 free storage days and is often the faster choice for eastern-province buyers. Choose the port against the buyer's registration city first, then against seasonal congestion.
Can a foreign resident import one car into Saudi Arabia?
The quota is restrictive: Saudi and GCC nationals may import up to two vehicles per person per year, while resident foreigners are limited to one vehicle every three years and may not resell it for three years. A company without commercial import qualification is capped at one vehicle a year. A vehicle can therefore clear customs and still be difficilement réalisable to register or sell if the quota is exhausted, so confirm the buyer's remaining entitlement before shipping.
