| Vehicle age limit | Passenger cars and light commercial vehicles: 5 years; trucks and heavy vehicles: 10 years. The starting point (first registration date or plate manufacture date) can differ between processing stages, so stock is costed against the earlier date. Classic vehicles fall under a separate permit regime with its own conditions. |
|---|---|
| Steering side | Left-hand drive; the country drives on the right and the traffic authority registers left-hand drive vehicles. Foreign shipping guides occasionally describe a personal-use tolerance for right-hand drive that the registration requirements do not document, so an RHD consignment should not be committed without a written ruling naming the provision relied on |
| Emission standard | Gulf standards met through the national conformity scheme rather than a standalone European band; the vehicle must retain original emission and safety equipment, and aftermarket exhausts, removed catalytic converters or non-original lighting cause inspection failure |
| Import duty | 5% of the assessed cost, insurance and freight value under the Gulf common external tariff. A minority of guides claim a 10% levy on vehicles of non-Gulf origin; the published tariff is the 5% common rate, so price on that basis and have the consignee's broker confirm the assessment before the vessel sails |
| Other taxes / levies | No value added tax has been implemented and no date has been announced, so the uplift is the 5% duty plus terminal handling, brokerage, the technical inspection, insurance and registration fees. Kuwaiti dinar is managed against a currency basket, which keeps the currency gap between quotation and clearance narrow |
| Pre-shipment certificate | A certificate of conformity under the national conformity assurance scheme administered by the industry authority: automobiles are a regulated category and used vehicles are explicitly covered, so each consignment needs a technical evaluation report and a technical inspection report issued in the export country by an authority-approved certification body, which then issues the certificate on which customs release depends. Newly built vehicles supplied with a general manufacturer certificate are treated differently from used vehicles |
| Main port of entry | Shuwaikh on the edge of Kuwait City is the commercial vehicle gateway and takes both roll-on roll-off and containers; Shuaiba to the south absorbs heavier and project units. The bill of lading must carry a correct and reachable telephone number for the consignee and the notify party, because the import declaration cannot be lodged without it, and files are routinely held for a cable amendment |
| Typical clearance time | Four to seven working days after discharge for a complete file through a licensed broker, then a separate vehicle inspection appointment with the traffic authority before plates are issued |
| Customs valuation risk | Low valuation exposure because of the flat rate and the managed exchange rate, but the highest quota exposure on this list: an importer whose two-year allowance is already used cannot take delivery of any consignment, whatever the price on the invoice |
14. Restrictions and prohibited categories
- Passenger cars older than five years are refused at the age gate, which removed the older Japanese and Korean stock that used to flow into Kuwait in volume; anything between five and ten years requires a committee approval that importers describe as rarely granted outside classic vehicles
- One imported vehicle per consignee every two years, applied against the importer's record rather than against the invoice, so a second consignment addressed to the same buyer is blocked regardless of model, price or shipping line
- Salvage, total-loss, flood and fire vehicles cannot be registered, and a vehicle identification number that has been ground, re-stamped or cannot be read stops the file at inspection
- Taxi and commercial passenger service vehicles are excluded from the private import channel, and commercial volumes require a properly coded commercial registration
22. Required documents and certificates
- Certificate of conformity issued under the national conformity assurance scheme for this consignment, supported by the technical evaluation report and the technical inspection report
- Ministry of Commerce import licence or the equivalent authorisation for the importing entity, since the file is filed against a licence number and a quota position
- Civil identity card for a resident importer or commercial registration for a company, plus evidence of the sponsor relationship where the importer is not a national
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Verify in writing that the named consignee has no vehicle imported within the previous two years, and that his commercial registration or civil identity permits the import category you are shipping
- Commission the conformity scheme: technical evaluation report and technical inspection report in the export country, then the certificate, before the vehicle is loaded
- Issue the bill of lading with telephone numbers for consignee and notify party, declare through the customs platform, pay the 5% duty, clear and book the traffic inspection
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 20–30 days to Shuwaikh / Shuaiba. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 4–7 working days once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- The age limit for passenger cars was reduced from ten years to five and is enforced at the gate rather than by exception, which is the single most consequential access change in the Gulf during this period
- Conformity testing under the national scheme is now the release condition rather than a supporting document: no certificate issued from export-country reports means no customs release, irrespective of the duty paid
- Screening of the importer's prior import record has become systematic, so the two-year quota is now visible to the officer at declaration time instead of being discovered at the delivery order stage
5Common delay and refusal situations
- Shipping on the old 10-year reading: still the most frequent case in Kuwait — the vehicle may be refused at the age gate and storage plus return freight follow, with cost allocation set in the contract beforehand
- Addressing two consignments to the same buyer inside the two-year window: the second is not a discount problem but an import that does not proceed, and the goods sit in the bond store
- A bill of lading with a missing or wrong telephone number: the declaration cannot be lodged, so the free storage period is consumed by the cable amendment rather than by inspection
- Committing conformity testing to a body that is not approved for the Kuwait scheme: the reports exist, the certificate is not recognised, and the file cannot be repaired at the port
6Operational checkpoints
- Before quoting, ask the buyer for a written statement of his last import date, and make that statement a contractual condition with the remedy written down
- Keep consignments small and named: one unit per consignee per window beats a consolidated container that arrives whole and clears one vehicle at a time
- Prefer new and new-energy units for this market, because they sit outside the tightened age gate and are the only segment where the five-year rule is not the binding constraint
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
How old can a car be to import into Kuwait?
Five years for passenger cars and light commercial vehicles, ten for trucks and heavy vehicles, with the reference date itself disputed between first registration and manufacture. Treat the manufacture date on the plate as the binding test and leave a margin: a unit that is five years and one month old is not a borderline case, it is a rejection. Older vehicles can only enter through a committee approval that is rarely granted outside classics.
Does Kuwait charge VAT on imported cars?
No. As of the verification date of this page Kuwait has not implemented value added tax and has announced no date, so the national charge is the 5% Gulf common external tariff on the assessed cost, insurance and freight value. Some guides mention a 10% charge on vehicles of non-Gulf origin; the published tariff carries the 5% common rate, so build your quotation on 5% and have the consignee's broker confirm the assessment in writing.
What is a KUCAS certificate and do I need one for a used car?
It is the conformity certificate issued under the Kuwait national conformity assurance scheme administered by the industry authority. Automobiles are a regulated product category and used vehicles are explicitly inside it, so each consignment needs a technical evaluation report and a technical inspection report produced in the export country by a certification body approved by that authority, on the basis of which the certificate is issued. Customs release depends on that certificate, and it cannot be produced after arrival.
Which port handles car imports in Kuwait?
Shuwaikh, on the edge of Kuwait City, takes roll-on roll-off and containers and handles the great majority of vehicle imports; Shuaiba, about 45 km to the south, takes heavier and project cargo. Whichever port you nominate, the bill of lading must show the final discharge port and a correct, reachable telephone number for both consignee and notify party, because the declaration cannot be filed without a telephone number and the free storage clock starts at discharge regardless.
Can I import two cars to the same Kuwaiti buyer?
Not inside the same two-year window. The quota attaches to the consignee's record, not to the invoice or the model, so the second consignment cannot be declared even if the buyer is willing to pay all charges twice. Check the buyer's last import date in writing before you accept the order, and if the buyer is a company, verify that its commercial registration carries the activity code that allows vehicle import.
