| Vehicle age limit | Banded by vehicle type rather than a single national figure: private cars under 7 years, trucks and buses under 10 years, and plant and machinery under 15 years. Because the band attaches to the classification, a misdeclared category turns into a valuation and release dispute, so confirm the band in writing for the specific unit |
|---|---|
| Steering side | Left-hand drive. Right-hand drive vehicles are not registrable, and no routine exemption is published for private use or for classic status |
| Emission standard | Gulf standardisation requirements verified at the traffic authority inspection; the vehicle must retain original emission and safety equipment, and cooling performance is assessed against Gulf climate conditions |
| Import duty | 5% of the assessed customs value under the Gulf common external tariff, with goods held in a free zone remaining duty-suspended until they enter the customs territory |
| Other taxes / levies | Value added tax of 5% on the duty-inclusive customs value. Port handling, brokerage, traffic inspection, insurance and plates are additional, and the free zones at Salalah and Sohar allow an importer to defer duty where the vehicle is being held for onward movement |
| Pre-shipment certificate | For used vehicles, the export certificate issued by the authority of the country of last registration, plus a conformity document for regulated categories and an inspection record evidencing condition and mileage. A certificate of conformity obtained under the Gulf system is expected for vehicles not originally built to Gulf specification |
| Main port of entry | Sohar is the main vehicle gateway serving the capital region, with Salalah to the south handling southern Oman and re-export flows towards Yemen and East Africa; Muscat's Sultan Qaboos Port handles limited ro-ro traffic. Land arrivals from the United Arab Emirates at the Hatta and Mezxan crossings are substantial and require transit documents rather than an import filing in the UAE |
| Typical clearance time | Two to five working days at Sohar for a complete file, with the traffic authority inspection and registration as separate appointments and free-zone movements adding a transfer step |
| Customs valuation risk | Moderate valuation risk, high documentary risk. The decisive failure mode is not the price but the wrong certificate: a document issued in the wrong name by the wrong authority cannot be substituted once the vessel has sailed |
14. Restrictions and prohibited categories
- Private cars over 7 years, trucks and buses over 10 years, and plant and machinery over 15 years fall outside the bands; the limit attaches to the declared category, so a category error is an age error
- Vehicles with accident, flood or fire history cannot be registered, and the traffic authority checks the vehicle identification number against theft and tampering records
- Three-wheel and small four-wheel cargo units are admitted only for use in designated areas under a local permit, and using them outside that area exposes the operator to seizure
- Right-hand drive is not registrable, and arriving through a free zone does not change that
22. Required documents and certificates
- Export certificate issued by the competent authority of the country of last registration; a clearance, deregistration or export-cancellation paper is not the same instrument and is not accepted from 1 July 2025
- Transit documents for any land movement from the United Arab Emirates, naming Oman as the final country of destination, with the customs seal intact
- Commercial registration of the importing company or the resident identity of a private importer, since the declaration is filed against a local identifier
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Name the export certificate in the sales contract and allocate responsibility for obtaining it from the authority of the country of last registration before the unit is released for loading
- Choose the entry point deliberately: Sohar for the capital region, Salalah for southern Oman and onward movement, or a land crossing from the United Arab Emirates with transit documents
- Declare through customs, pay duty and tax, pass the traffic authority inspection and register the vehicle
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 18–26 days to Sohar / Salalah. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 2–5 working days once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- From 1 July 2025 the clearance certificate is no longer accepted for used vehicle imports; an export certificate issued by the competent authority of the country of last registration is required in its place. Because that document is issued abroad and before shipment, a file that arrives with the wrong instrument cannot be repaired at the port
- The traffic authority has tightened its vehicle identification number and accident record checks, which moves the decisive screening from the customs gate to the registration step
- Land arrivals from the United Arab Emirates are material, and the transit route is now the normal path for northern Oman, so transit documents are the working default rather than an exception
5Common delay and refusal situations
- Arriving with a clearance certificate instead of an export certificate: the document may be rejected, and because it is issued by an authority abroad the vehicle cannot be regularised locally
- Mixing up the 7, 10 and 15 year bands: the band follows the declared category, so a vehicle declared into the wrong band is both an age breach and a valuation dispute
- Bringing three-wheel cargo units in without the designated-area permit: the vehicle is seized once used outside the permitted zone, and the permit cannot be obtained retrospectively
- Moving a vehicle from the United Arab Emirates to Oman without transit documents, which exposes the consignment to tax in both countries because the movement is not evidenced as transit
6Operational checkpoints
- Write the exact certificate name into the contract and name the party responsible for obtaining it, since the document is produced abroad before shipment and cannot be fixed afterwards
- For Chinese-origin stock, discuss the accepted substitute for the export certificate with the Omani agent before shipment: customs declaration plus deregistration evidence plus manufacturer confirmation is the usual package, but acceptance must be confirmed in writing
- Sohar is the default port unless the movement is genuinely southern or onward: use Salalah only when the onward leg justifies it
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
What document replaced the Oman clearance certificate in 2025?
An export certificate issued by the competent authority of the country in which the vehicle was last registered. From 1 July 2025 the clearance certificate that re-export intermediaries commonly produce is no longer accepted. The practical consequence is severe: the export certificate is created abroad and before shipment, so a vehicle that arrives with the wrong paper cannot be regularised at the Omani port.
What are the age limits for importing vehicles into Oman?
They are banded by type rather than expressed as one national number: private cars under 7 years, trucks and buses under 10 years, and plant and machinery under 15 years. The band follows the declared category, so confirm in writing which band your specific unit falls into before you ship, because a category error reads as an age breach.
Which port should I ship a car to in Oman?
Sohar for the capital region and as the general default; Salalah in the south when the onward movement towards Yemen or East Africa justifies it, with free-zone deferral available there; and Sultan Qaboos Port in Muscat only for limited ro-ro traffic. Land crossings from the United Arab Emirates carry substantial volume and need transit documents naming Oman as the final destination.
How much tax applies to a car imported into Oman?
Customs duty of 5% on the assessed customs value plus value added tax of 5% on the duty-inclusive base, so about 10.25% of the customs value in national charges before fees. Port handling, brokerage, traffic inspection, insurance and plates are charged in addition, and free-zone storage at Salalah or Sohar lets an importer defer duty while a vehicle waits for onward movement.
Can I move a car from the UAE to Oman by road?
Yes, and it is a common route through the Hatta and Mezxan crossings, but the movement must be documented as transit with Oman named as the final destination and the customs seal intact. Without transit documents the movement is not evidenced as transit and the vehicle can attract tax in both countries.
