| Vehicle age limit | No single published age ceiling is applied as a bar; age enters through the tariff band and the recycling fee instead, so an older unit is admissible at a higher cost. Because the position is read differently at different posts, it is confirmed for the specific unit with a licensed broker before purchase. |
|---|---|
| Steering side | Left-hand drive. Right-hand drive has been barred from import and permanent registration since 2015, with a narrow exception for foreign-owned vehicles brought in temporarily. |
| Emission standard | The EAC conformity route applies, and the emission class accepted for registration is the one the accredited laboratory recognises for that unit. Exporters should not assume that a Chinese emission certificate converts automatically; the evidence that counts is the one attached to the SBKTS or type approval file. |
| Import duty | The EAEU common external tariff applies, so Kyrgyzstan cannot set the rate on its own: used passenger cars sit in a higher band than new ones, and for vehicles within the newer brackets the ad valorem and the per-cc rate are compared with the higher applied. The operative figure is calculated for the unit at declaration. |
| Other taxes / levies | VAT is 12%, assessed on the customs value including duty, plus a small clearance fee. The recycling fee is charged separately and is the lowest in the union, which is why Bishkek is used as an entry point: but if the vehicle is later re-registered in Russia, the Russian coefficients are applied at that point and the saving disappears. |
| Pre-shipment certificate | EAC approval under TR CU 018/2011, with an SBKTS vehicle construction safety certificate for a unit that falls outside a type approval. SBKTS has been required for first registration of vehicles imported from outside the union since 2021 and is issued by accredited laboratories inside Kyrgyzstan. |
| Main port of entry | Irkeshtam is the main road crossing from Kashgar, running through Sary-Tash to Osh; Torugart is the northern alternative via Naryn to Bishkek. Both close at weekends and on Chinese public holidays. |
| Typical clearance time | One to two weeks once documents are complete, with time concentrated in SBKTS or type approval verification and in the border crossing schedule. |
| Customs valuation risk | Medium. Customs assesses on the value including freight and insurance to the Kyrgyz border and holds reference prices; a declared value clearly below them is re-based. The recycling fee is calculated on a coefficient and does not follow the invoice. |
14. Restrictions and prohibited categories
- Left-hand drive only; right-hand drive has been barred from import and permanent registration since 2015
- A unit without an EAC type approval needs SBKTS: it cannot be registered on the strength of a foreign certificate alone
- Sanctioned origins and payment routes that cannot be evidenced
22. Required documents and certificates
- EAC certificate or SBKTS certificate, issued before shipment
- Export declaration, invoice and waybill with a consistent VIN
- Origin documentation for the emission class attached to the certification file
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Confirm whether the model carries an EAC type approval or needs an SBKTS for the individual unit, and get that document before booking
- Plan around the border calendar: Irkeshtam and Torugart close at weekends and on Chinese public holidays
- Decide the final market before clearing: if the unit is headed for Russia later, the recycling fee is recalculated there and the Kyrgyz saving is lost
- Customs declaration with the union tariff, 12% VAT and the clearance fee
- Recycling fee settlement, then first registration with the traffic inspectorate
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Overland: Irkeshtam from Kashgar via Sary-Tash to Osh, or Torugart via Naryn to Bishkek. Running time is about 12–22 days to Bishkek / Osh. This is transit time only — it excludes transhipment at the border, queueing and inspection. Allow roughly one further week on top when planning, and border clearance takes about 1–2 weeks once documents are complete. Departures and freight are confirmed in writing at booking.
Running times are overland transit only and vary with border queues and season.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- Russia's April 2026 recycling-fee reform removed the advantage of clearing in Kyrgyzstan and re-registering in Russia: the Russian coefficients are applied on re-registration, so the union entry point no longer undercuts the Russian route
- The union tariff itself has not moved: the State Customs Service has confirmed that Kyrgyzstan applies the common external tariff and cannot vary it unilaterally
5Common delay and refusal situations
- Clearing in Kyrgyzstan on the assumption that the low fee survives a move to Russia: on re-registration the Russian coefficients apply and the difference is charged there
- Scheduling a border crossing without checking the calendar: Irkeshtam and Torugart close at weekends and on Chinese public holidays, and a missed slot costs days
- Shipping a unit covered only by a foreign certificate: without EAC or SBKTS it clears customs and then cannot be registered
6Operational checkpoints
- Decide the final market before the vehicle is cleared anywhere: the cheapest entry point is only cheapest if the car stays there
- Build the border calendar into the quoted transit: a Friday arrival at Irkeshtam can add two days before the unit even moves
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Is Kyrgyzstan in the Eurasian Economic Union?
Yes, unlike Uzbekistan. A vehicle cleared in Bishkek carries union documents and can be offered within the union, but the recycling fee is recalculated if it is later re-registered in Russia, so the low Kyrgyz entry cost does not carry across.
What is the recycling fee in Kyrgyzstan and why is it lower?
It is charged separately from duty and VAT and is the lowest in the union, which is why Bishkek became an entry point for stock sold on within the EAEU. It is calculated on a coefficient by engine size and age, so it is not a fixed number per vehicle.
Can a car cleared in Kyrgyzstan be sold in Russia?
It can be offered, but re-registration in Russia triggers a recalculation of the recycling fee under the Russian coefficients introduced in April 2026. That is the point at which the Kyrgyz saving is recovered, so the resale price has to carry it.
Can I import a right-hand drive car into Kyrgyzstan?
No. Right-hand drive has been barred from import and permanent registration since 2015, with a narrow exception for foreign-owned vehicles brought in temporarily. Left-hand drive is mandatory, which suits Chinese domestic stock.
How does a vehicle get from China to Kyrgyzstan?
By road. Irkeshtam is the main crossing from Kashgar via Sary-Tash to Osh; Torugart is the northern alternative via Naryn to Bishkek. Both close at weekends and on Chinese public holidays, so the calendar is part of the transit time.
