| Vehicle age limit | No outright age ban. Vehicles within 8 years of manufacture are assessed at the standard rate; beyond 8 years an age-banded excise duty is added. The applicable band and rate are determined by the revenue authority, so quotations are built on its assessment rather than on a published table. |
|---|---|
| Steering side | Right-hand drive is required. Tanzania drives on the left and a left-hand drive vehicle cannot be cleared or registered, with narrow exemptions for categories such as construction machinery and diplomatic vehicles |
| Emission standard | The pre-shipment inspection verifies roadworthiness and emissions rather than the importer declaring them, and electric vehicles are reported to enjoy a nil excise band while still paying duty and value added tax |
| Import duty | Import duty is 25% of the customs value for passenger vehicles under the regional common external tariff, with commercial categories such as buses, lorries and pick-ups reported at a reduced rate of 15% and no excise |
| Other taxes / levies | Taxes stack in a fixed order: import duty on the customs value, then excise on the value plus duty, then value added tax of 18% on the value plus duty plus excise, with a railway development levy of 1.5% charged on the value. Excise is banded by engine capacity and age, and the band for a specific unit is taken from the revenue authority's valuation system rather than assumed |
| Pre-shipment certificate | Pre-export verification of conformity by an inspection body appointed under the standards authority programme, resulting in a certificate of conformity. Since 1 November 2025 only electronic certificates are accepted and paper certificates are no longer valid; shipping without one risks a penalty reported at up to 15% of the customs value plus inspection on arrival |
| Main port of entry | Dar es Salaam is the vehicle gateway, with Tanga as a minor alternative. Entries are lodged through the Tanzania Customs Integrated System by a licensed clearing and forwarding agent, and documents should be lodged before the vessel arrives, with vehicles to be cleared within thirty days of arrival |
| Typical clearance time | Two to five weeks including pre-shipment inspection, valuation and examination, with the thirty-day clearance window at the port being the deadline that matters once the vessel has berthed |
| Customs valuation risk | High, because duty, engine-banded excise, age-banded excise, the railway levy and value added tax all stack in sequence, and because the revenue authority values used vehicles on its own system and may adjust a declared value it considers too low |
14. Restrictions and prohibited categories
- Left-hand drive vehicles cannot be cleared or registered. Tanzania drives on the left, and the exemption categories such as construction machinery and diplomatic vehicles are narrow rather than general
- A certificate of conformity is mandatory before shipment and since 1 November 2025 it must be electronic, with paper certificates no longer valid. Shipping without one risks a penalty reported at up to 15% of the customs value plus inspection on arrival
- Age is not a bar but it is a cost: vehicles above eight years from the date of manufacture attract an age-banded excise, and because the bands are measured at assessment a vehicle can cross into a higher band during transit
- Only licensed clearing and forwarding agents may lodge the entry, and incomplete entries on the customs system are rejected rather than returned for correction at leisure
22. Required documents and certificates
- Electronic certificate of conformity from pre-export verification, since paper certificates are no longer valid
- Export certificate, bill of lading and commercial invoice, with the manufacture year and steering position provable from the export documents rather than asserted
- Taxpayer identification and, for companies, the business registration documents, plus the appointment letter for the licensed clearing and forwarding agent
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Settle the steering position before anything else. If the vehicle is left-hand drive, the process ends there: it cannot be cleared or registered, and no document, inspection or payment changes that
- Buy, pay and arrange the pre-shipment inspection and electronic certificate of conformity, then ship to Dar es Salaam with a licensed clearing and forwarding agent appointed and documents lodged before arrival
- Have the agent value the vehicle on the revenue authority system, pay duty, excise and value added tax, clear within thirty days of arrival and register
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 28–38 days to Dar es Salaam. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 2–5 weeks once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- The Finance Act 2026 is reported to set the age surcharge at 18% for vehicles over eight and up to ten years, 35% for over ten and up to twenty years and 40% above twenty years, replacing the simpler treatment under which older vehicles were described as paying a single additional excise. Because the bands and the flat figure both appear in circulation, confirm the operative band on the revenue authority valuation system
- From 1 November 2025 only electronic certificates of conformity are accepted and paper certificates are no longer valid. The certificate must therefore be in hand and in electronic form before shipment rather than being produced at the port
- The revenue authority values used vehicles through its own used motor vehicle valuation system and may adjust a declared value it considers too low, which means the invoice price is an input to the assessment rather than the basis of it
5Common delay and refusal situations
- Quoting a left-hand drive vehicle because the price is right: the steering rule is decided before the vessel sails and cannot be cured afterwards, so the cheapest stock is the most expensive mistake available in this market
- Holding a paper certificate of conformity: since 1 November 2025 only electronic certificates are valid, and a paper certificate that would once have cleared now exposes the shipment to a penalty and an inspection on arrival
- Letting age drift across a band in transit: the age is measured from the date of manufacture and assessed on arrival, so a vehicle that sits near a boundary when booked can be taxed in the higher band once it lands
- Estimating the tax by adding percentages to the invoice: the authority values the vehicle on its own system, and the stack runs duty, then excise on duty inclusive, then value added tax on both, so a simple addition understates the bill
- Missing the thirty-day clearance window: storage accrues daily, and a delay caused by a valuation dispute or an incomplete entry converts a margin into a loss
6Operational checkpoints
- Verify right-hand drive on the export certificate before the vehicle is bought, and treat left-hand drive as ineligible rather than as a matter for discussion
- Obtain the electronic certificate of conformity before shipment and make it a release condition, because paper is no longer accepted and the penalty is charged on the customs value
- Run the vehicle through the revenue authority valuation system before quoting, and quote the age band explicitly so a change during transit is a shared risk rather than a surprise
- Favour electrified stock where the customer will accept it, because the nil excise band removes the layer that hurts most in a stacked tax structure
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
Can I import a left-hand drive car into Tanzania?
No. Tanzania drives on the left and right-hand drive is required; a left-hand drive vehicle cannot be cleared or registered. Exemptions exist only for narrow categories such as construction machinery and diplomatic vehicles. Verify the steering position from the export certificate before you buy, not after the car has sailed.
Is there an age limit for importing a car into Tanzania?
There is no outright ban: age is taxed rather than prohibited. Vehicles up to eight years from manufacture are assessed at the normal rates with no age surcharge. Beyond eight years an age-banded excise applies, with the band and rate determined by the revenue authority's valuation system, which is why the applicable band is confirmed for each unit before quoting.
Do I need an electronic certificate of conformity for Tanzania?
Yes. Pre-export verification of conformity is mandatory, and since 1 November 2025 only electronic certificates are accepted: paper certificates are no longer valid. Obtain it before shipment, because shipping without one risks a penalty reported at up to 15% of the customs value plus inspection on arrival.
What taxes apply to a car imported into Tanzania?
Import duty of 25% on the customs value for passenger vehicles, then excise on the value plus duty, then value added tax of 18% on the value plus duty plus excise, plus a railway development levy of 1.5% on the value. Excise is banded by engine capacity and age, with the band for a specific unit set by the revenue authority's valuation system. Commercial categories such as buses, trucks and pickups are reported at a preferential duty of 15% with no excise.
Which port handles vehicle imports in Tanzania?
Dar es Salaam is the vehicle gateway, with Tanga as a minor alternative. Entries are lodged through the Tanzania Customs Integrated System by a licensed clearing and forwarding agent, documents should be lodged before the vessel arrives, and vehicles are to be cleared within thirty days of arrival.
