| Vehicle age limit | Passenger cars are commonly handled on a five-year boundary: a unit within that window clears on the standard route, an older one needs the SBKTS certificate and is assessed differently. Because the operative age position moves with the clearance route and the border post, it is confirmed in writing for the actual unit before purchase rather than read from a table. |
|---|---|
| Steering side | Left-hand drive. Russia drives on the right and a right-hand drive vehicle cannot be registered for road use. |
| Emission standard | Euro-5 is the level applied to imported vehicles under TR CU 018/2011. China VI is a separate certification system and is not treated as equivalent, so a unit built to China VI still needs its own Euro-5 evidence for the Russian file. |
| Import duty | Banded by HS code, engine capacity and age, with the ad valorem and the per-cc rate compared and the higher of the two applied to vehicles within the newer brackets. The operative rate is the one in the tariff at the moment of declaration; for a specific unit it is calculated rather than quoted from a table. |
| Other taxes / levies | VAT is 20%, assessed on the customs value including duty. The recycling fee is charged separately on a coefficient set by vehicle type, engine size, power and age, and it is the largest single line for most imported cars: coefficients were raised sharply in October 2024 and continue to rise annually. Customs also charges a clearance fee. Because the recycling fee does not track the invoice, a landed-cost estimate built on duty and VAT alone understates the total. The recycling fee is banded by engine power as well as displacement: 160 hp is the dividing line, and a model above it falls into a materially higher coefficient band, so the fee is costed for the specific unit before duty is applied. |
| Pre-shipment certificate | EAC approval under TR CU 018/2011. A model with an OTTC type approval clears on the standard route; a single unit without one needs the SBKTS vehicle construction safety certificate, which adds time and cost. ERA-GLONASS must be present and activated: a unit shipped without it cannot be registered and the retrofit is done inside Russia. |
| Main port of entry | Vladivostok on the Pacific coast for the short leg, Novorossiysk on the Black Sea and St Petersburg on the Baltic for the long leg. The choice changes transit by weeks, so it is made before booking rather than after. |
| Typical clearance time | One to three weeks once documents are complete, with time concentrated in OTTC or SBKTS verification, ERA-GLONASS confirmation and the recycling fee settlement. |
| Customs valuation risk | Medium to high. Customs assesses on the value including freight and insurance to the Russian border, and holds its own price database for vehicles; where the declared value falls below it, the assessment is re-based. The recycling fee is unaffected by the invoice either way. |
14. Restrictions and prohibited categories
- Left-hand drive; a right-hand drive vehicle cannot be registered for road use
- No ERA-GLONASS, no registration: the system has been mandatory for passenger cars since 2017 and retrofit is done inside Russia at additional cost
- Sanctioned categories and origins, and any unit whose payment route cannot be evidenced
- A vehicle entered on an individual route and then resold as stock: the customs regime has to be converted, and the difference is assessed at that point
22. Required documents and certificates
- OTTC type approval or SBKTS certificate, issued before shipment
- Euro-5 emission evidence for the actual unit
- ERA-GLONASS installation and activation record
- Bill of lading showing the final discharge port, full consignee name, address and telephone number
- Commercial invoice and packing list whose VIN, model year, engine capacity and colour match the bill of lading character by character
- Certificate of origin (or the preferential certificate required by a trade agreement)
- Vehicle registration certificate and official de-registration / export-cancellation document from the country of last registration
- Marine insurance certificate covering the declared value plus freight, valid until clearance is completed
31. Customs clearance process, step by step
- Confirm OTTC coverage for the exact model, or budget for an SBKTS on the individual unit
- Confirm Euro-5 evidence for the unit rather than assuming China VI carries over
- Quote the recycling fee from the coefficient for that unit's engine size, power and age, not as a percentage of value
- Choose the gateway before booking: Vladivostok for the short leg, Novorossiysk or St Petersburg for the long one
- Customs declaration with duty, 20% VAT and the clearance fee, then the recycling fee settlement
- ERA-GLONASS verification or installation at a certified workshop, then first registration
- Vessel arrival: the importer's licensed broker lodges the import declaration through the national single window and the goods move to the bond store
- Inspection and release: physical and technical inspection, duty assessment, payment, delivery order, gate-out
- Registration: purchase of third-party liability insurance, local technical test, issuance of number plates
⚓Shipping and transit
Ocean freight from Qingdao / Shanghai / Nansha: Ro-Ro or container depending on unit and vessel space. Sailing time is about 18–35 days to Vladivostok / Novorossiysk / St Petersburg. This is time at sea only — it excludes inland haulage to the port, terminal waiting and congestion at destination. Allow roughly two further weeks on top of the sailing time when planning, and clearance at destination takes about 1–3 weeks once documents are complete. Schedules and freight are confirmed in writing at booking — contact us for the current ETD/ETA.
Transit ranges are compiled from published carrier schedules and freight-forwarder references; they vary with carrier, routing and season. The booking confirmation governs.
💰How we quote
How we quote: FOB Qingdao, Shanghai or Nansha. We handle export declaration, loading and export documents. Destination clearance, import duties and taxes, and on-carriage are arranged by the buyer or the buyer's agent. The clearance and tax detail on this page is background for your budget, not a description of our scope.
4Recent regulatory changes
- The recycling fee was raised sharply in October 2024 and continues to climb annually; from April 2026 individual and commercial imports are assessed on the same commercial coefficients, closing the lower-rate route
- Power is now a rating factor: engines above roughly 160 hp fall into materially higher coefficient bands, which changes which models are worth shipping
- OTTC scrutiny tightened in 2026 on battery safety, electronic control systems, electromagnetic compatibility and software management
5Common delay and refusal situations
- Quoting landed cost from duty and VAT and leaving the recycling fee out: for many models the fee exceeds the duty, and the gap surfaces only at clearance
- Shipping a high-power unit without re-running the coefficient: above the power threshold the fee jumps, and a model that worked last year may not work this year
- Treating China VI as Euro-5: the two are separate systems, and the unit needs its own Euro-5 evidence for the Russian file
- Shipping without ERA-GLONASS: the vehicle clears customs and then cannot be registered, so it sits until a retrofit slot is found
6Operational checkpoints
- Put the recycling fee in the quotation as a separate line with the coefficient stated, so a later coefficient change is a visible adjustment rather than a dispute
- Keep power under the threshold band when the model range allows it: the same body with a lower-output engine can carry a materially lower fee
- The compliance package is completed before booking, not at the port: these markets generally do not accept certificates repaired after arrival
- Demurrage, storage and rectification costs follow the allocation written into the contract, agreed before shipment
- Regulation in these markets changes several times a year; quotations and sailing dates are confirmed in writing for the current period
- Where customs applies its own valuation table, the tax base is set by that table and usually exceeds the invoice value — budget on the table
?Frequently asked questions
What is the recycling fee in Russia and why does it matter more than duty?
It is a utilisation charge calculated on a coefficient by vehicle type, engine size, power and age, and for most imported cars it is the largest single line in the landed cost. The coefficients were raised sharply in October 2024 and continue to rise annually, so it is quoted per unit rather than as a percentage of value.
Can a car built to China VI be imported into Russia?
Yes, but not on the strength of the China VI certificate alone. Russia applies Euro-5 under TR CU 018/2011, and the two are separate certification systems, so the unit needs its own Euro-5 evidence for the Russian file. Confirm that evidence before booking, because it cannot be created after arrival.
Is ERA-GLONASS really mandatory for imported cars?
Yes. It has been required for passenger cars since 2017, and a vehicle without it cannot be registered. A unit that arrives without the system clears customs and then sits until a certified workshop installs and activates it inside Russia, at extra cost and delay.
Which port should a vehicle enter Russia through?
Vladivostok for the short Pacific leg, or Novorossiysk and St Petersburg for the long leg from China. The difference in transit is measured in weeks, so the gateway is chosen before booking; the inland leg from the Baltic is the longest part of that route.
Is there an age limit for importing a used car into Russia?
Passenger cars are handled on a five-year boundary in practice: within it a unit clears on the standard route, beyond it the SBKTS certificate applies and the assessment differs. The operative position moves with the clearance route and border post, so it is confirmed for the actual unit before purchase rather than read from a table.
